Portal Instructions

After registering, please use the “Returning Users” link above to access the Public Librarian Certification online portal.  If you already have a certificate, after logging in click on “Find Your Certificate.”  You will be asked to provide your certificate number. If you no longer have a record of your certificate number, you will find a Help box on the Certificate Verification screen which will allow you to request your certificate number.

Applications for public librarian certification must be submitted online. Checks and official transcripts with degree conferral should be sent to the address below. Checks for $5 should be made out to the New York State Education Department.

Certified Public Librarians

Any person appointed to or employed in a permanent (part-time or full-time) professional librarian position in a public, free association or Indian library in New York State must hold an ACTIVE public librarian certificate issued by the New York State Education Department.

Certification Requirements -- Public Librarians

The Commissioner of Education defines the requirements for certification of public librarians in Commissioner's Regulation §90.7 and the requirements for the employment of library personnel working in public, free association, and Indian Libraries in Commissioner's Regulation §90.8.
